Sep 10, 2024 The National Transport Authority (NTA) has today launched its first Sustainability Strategy (2024-2030), highlighting the organisation’s commitment to: implementing and promoting sustainability practices nationally across the transport sector, and; reducing its own carbon emissions at corporate level by 51% by 2030. Avoid and Reduce, Shift to Sustainable, and Improve Energy Efficiency The NTA's Sustainability Strategy aligns with national policies and international sustainability principles, focusing on three main goals: Avoid and Reduce, Shift to Sustainable, and Improve Energy Efficiency. The NTA's Sustainability Strategy is guided by national policies such as the Department of Transport's Statement of Strategy 2023-2025 and the Climate Action Plan 2024. It is also guided by international sustainability principles, including the UN Sustainable Development Goals (SDGs) and EU sustainability legislation. By aligning with these frameworks, the NTA aims to contribute to a more sustainable future for all. Encouraging a shift to sustainable transport modes To avoid the need for travel and reduce resource consumption, the NTA plans to promote enhanced integration of land use and transport planning, combined with the implementation of effective transport demand management measures. The expansion of active travel infrastructure and the development of comprehensive train, tram, and bus services will encourage a shift to sustainable transport modes. Additionally, the NTA aims to improve the energy efficiency of public transport operations, advance the transition to low or zero-emission public transport fleets, and increase the use of sustainable energy and fuels. Steps that the NTA is taking to become more sustainable The Strategy also identifies steps that the NTA will take in terms of becoming more sustainable at an organisational level. The move to our new headquarters in Haymarket, Smithfield will enable us to significantly increase bicycle parking, reducing corporate energy consumption by 50% and promoting sustainable modes for all business travel. The implementation of this Strategy will be driven by the NTA board, the Senior Management Team led by the CEO and will be supported by the newly established Green Team comprised of individuals from within the organization, dedicated to promoting sustainable practices and driving the implementation of actionable environmental initiatives. This team will focus on integrating sustainability into the NTA's daily operations, identifying opportunities for reducing the organization's carbon footprint, and fostering a culture of environmental responsibility. By leveraging the expertise and commitment of its members, the Green Team aims to contribute to the NTA's long-term sustainability goals and encourage positive change throughout the organization. The NTA's Sustainability Strategy will be regularly monitored and progress updates will be prepared and reviewed by key stakeholders, including the Senior Management Team, the NTA Board, and the Department of Transport, allowing for timely interventions if necessary. The National Sustainable Mobility Forum is an annual event which aims to engage with stakeholders on progress related to the Sustainable Mobility Policy (SMP) in support of walking, cycling, public transport, and shared mobility in Ireland. The 2024 Forum, which took place in Portlaoise on 23 May, offered an opportunity to review the Policy’s effectiveness, consider how our transport system will need to develop to meet our future needs, and reflect on the behavioural and societal changes needed to realise our emissions reduction targets of 50% by 2030 and climate neutrality by 2050. To coincide with the development of the new micromobility regulations, the Department has prepared an advice note for local authorities on the provision of shared micromobility services. It is intended that the note will assist local authorities who may be considering the likely consequences of this new legislation, including the integration of e-scooters within existing shared mobility service contracts and licenses and how best to leverage the changes to ensure alignment with climate-oriented goals for transport. The aim of the note is to build a best practice approach to shared micromobility services, to bring coherence to their provision nationally and to assist local authorities in their engagement with private operators on issues such as, but not limited to, safety, data-sharing, infrastructure, parking, operations, charging and monitoring. It is expected that the contents of this document will be updated as policy develops, and as models for delivery of shared mobility services evolve in line with work being undertaken by the Department and the National Transport Authority in line with several commitments in the Climate Action Plan and the National Sustainable Mobility Policy and Action Plan. The Department of Transport has published its Strategic Approach to Public Engagement on Climate Action and Sustainable Mobility 2024-25. Its aim is to strengthen the social contract between the public and the State for climate action and sustainable mobility – through an inclusive programme of engagement at national, regional and community levels – and to empower the people of Ireland to take climate action. The guiding principle is that engagement is a two-way process, in which the State not only leads, but also listens and learns, working with communities and stakeholders across Ireland in a collaborative partnership, which is aimed at bringing about positive changes that will deliver a better, cleaner and fairer transport system for all of our people, both now and into the future. The objectives outlined in the Strategy are an integral part of the Whole-of-Government approach to climate engagement and communications, as outlined in Climate Action Plan 2024, and are aligned with Ireland’s commitment to the achievement of the United Nations’ Sustainable Development Goals, notably SDG 13, ‘Climate Action’, and 11, ‘Sustainable Cities and Communities’. Eamon Ryan TD, Minister for Transport, has published for public consultation a draft Strategy ' Moving Together: A Strategic Approach to the Improved Efficiency of the Transport System in Ireland’ along with a draft Implementation Plan. Moving Together has been developed to make our transport system more efficient and to alleviate the impacts of car-dependency and congestion on the economy, the environment and the health of our society. In line with binding sectoral targets under the Climate Action and Low-Carbon Development (Amendment) Act 2021, the transport sector must cut its emissions by 50% (relative to 2018 levels) by 2030. To achieve this target, Government is supporting a large-scale transition to Electric Vehicles (EVs), higher penetration levels of biofuels in the fuel mix and unprecedented investment in public and active travel infrastructure. However, these measures alone will not deliver the emissions reduction required for the transport sector, nor do they address issues relating to congestion and the associated costs of inefficient journeys to our society and the economy. Accordingly, this Strategy is the final key policy component in the decarbonisation pathway for the Transport Sector as outlined in the Climate Action Plan (23/24). The Department of Transport convened a cross departmental/multi-agency steering group to oversee the development of the draft Strategy. Six sub-groups were also established comprising a diverse range of national and international experts from government, industry, representative bodies, and academia, among others to consider areas of particular focus and to prepare related reports, which helped to inform the development of the Strategy. These reports have been published for information alongside the draft Strategy and Implementation Plan.
